Local governments do not have the absolute right to go outside these guidelines. Since 1996, the commission has issued five guidelines to this effect. These are the 1996–2000, 2001–2005, 2006–2009, 2010–2013 and 2014–2017 guidelines. These also correspond to the planning periods.
