The Soviet Union, which had lost millions of people during World War II and saw the destruction of a strong Germany as its chief gain from the war, initially rejected proposals for unification but within a period of months relented, allowing the two German states to negotiate what was in effect a takeover of the east by the west. The culmination of these fast-moving diplomatic developments was the formal reunification of Germany on October 9, 1990, and the withdrawal of all Soviet military forces from German soil.

Complementing the push toward enlargement, the European Council decided that the main focus of CFSP should be relations between the EU and its periphery. This was comprised of the enormous and complex arc of countries that would border the EU after its expected enlargement: to the southeast, Albania and the former Yugoslavia; to the east, Russia, Ukraine, Belarus, and the other countries of the former Soviet Union; and to the south, North Africa and the Middle East. None of these countries were nearterm candidates for EU membership, but their prosperity and stability were seen as important for the EU.

Trouble began in June 1991, when two of the republics, Slovenia and Croatia, declared their independence. The Yugoslav federal army, dominated by ethnic Serbs, intervened in both countries, ostensibly to preserve the federation or, failing that, to protect the rights of ethnic Serbs living in Croatia. ” Notwithstanding the EU effort to lead, the situation in the Balkans deteriorated. In March 1992, Bosnia-Herzegovina declared its independence from Yugoslavia, which in turn provoked the Serb minority region in Bosnia to declare its independence from Bosnia, creating a minirepublic that was not internationally recognized but was supported, politically and militarily, from neighboring Serbia.
