It also recognises that reliability is preferable in critical situations to extremely sophisticated designs, and it uses failure patterns to select preventive maintenance.

In addition, the supplier does not continually monitor these measurements, the meters may fail without anyone knowing, the usage is irregular and widely varying in rate, the measurements are not repeatable, and the commodities have increased in value considerably in recent years.
